| This is not about an individual but about an organisation called National Service Scheme under Min. of Youth Affairs and Sports, Govt. of India. There are 15 Regional Centres and in all Regional Centres financial bunglings take place without any action as the higer ups are also involved. For instance, there is an order which bans purchase of vehicle and office automation equipments from the grants released, but almost all major universities have vehicle spending around Rs.1 lakh towards fuel and maintenance. Similarly people travel by bus and produce fake ticket numbers and claim first class or AC 2 tier fare. Since top brass himself is corrupt and money goes to the Ministry officials from all Regional Centres nobody bothers about this. Programme funds are misappropriated. If you conduct a thorough enquiry you will unearth scam worth several crores. All DDOs and Heads of Regional Centres are crorepatis now. They claim TA from two sources.
